If you have been down to Pikes Place, you may want to stop turnaround and look up. Some of the classic scenery of the area is directly across from the market including the original public sanitation building.

Brian, the origin of the "Sanitary" Market building is that in the early days of the market, horses were not allowed amongst the stalls of this building ... unlike the stalls on the street. There it was referred to as the "sanitary" market. Nothing to do with city sanitation ... but about clean(er) produce.
